Rudd's Open Border Policy

John Howard famously said: “We will decide who comes to this country and the circumstances in which they come.” The Howard government set up policies which stopped the boats. (link)

Leading up to the 2007 Election, one of the litany of election lies used to get himself elected,(link) Kevin Rudd said that a Labor government "will turn the boats back and deter asylum-seekers, using the threat of detention and the nation's close ties with Indonesia." (link)

After the Election, instead of turning back the boats, he turned back the successful Howard Government border protection policies, put sugar on the table for the people smugglers and threw the borders open.

On his recent return to the Prime Ministership, Rudd, undiplomatically, said that the opposition’s turn back the boats plan would “risk some sort of conflict with Indonesia.”

Would it?

Since that time there has been two revealing interviews on what happened when the Howard government DID turn back the boats.

On ABC’s AM, Tony Eastley interviewed retired Vice Admiral Chris Ritchie who was Chief of the Navy between 2002 and 2005. (link)

Describing turning back the boats,
Ritchie: …It's a legitimate Navy operation. It's something that Navy's have done over centuries and if the government gives a direction to do it, they will do it and they’ll do it well.  
Easterley:    Why did the practice stop when it did? 
Ritchie:        No more boats came.  
Easterley:     None at all? 
Ritchie:        None at all. None at all.

The second interview was 2GB’s Ben Fordham with former Foreign Minister Alexander Downer:
The foreign minister under the Howard government, reminded listeners that turning around the boats “was quite simple.”   
Before Rudd’s term, the Navy intercepted the boats and towed them to the end of Indonesian waters. “We didn’t ask the Indonesians for permission,” he said.   
“We basically took the view that these were Indonesian boats, crewed by Indonesians, flying Indonesian flags, which were bringing people illegally to our country.” 
An astonished Downer couldn’t hide his dismay. “I noticed the other day, Mr Rudd went to Indonesia and signed an agreement with the Indonesians that we wouldn’t act unilaterally to protect our own borders. I’d never do that.   
“We have a perfect right to protect our borders as a country. We don’t have to get anyone else’s permission to do that.  
“We’re sending a message now to the people smugglers - which you should never do – ‘Oh, we absolutely would never turn back the boats, it’s difficult, it’s dangerous, the Indonesians don’t like it…’   
“In other words, come on over to Australia. The door is open and the Navy is just waiting to assist you to land on our shores.”   
As well, Downer says it’s “heartbreaking to watch” Rudd’s dismantling of Howard’s successful policy.   
“The first task of our Navy is to protect our borders,” a truth Rudd doesn’t grasp. “That’s why we have a Navy.” (Thanks Menzies House
More than a thousand lives have been lost since Rudd's reversal of the Howard Government's border protection policies.

Why did Rudd want to open the borders and in doing so risk lives in the hazardous ocean crossing?

Obviously, to gain more Labor voters. 

However Britain’s Andrew Neather exposed another reasons:

To wear down the fabric of society by allowing in more immigrants and making Britain more multi-cultural. Andrew Neather, who worked for Jack Straw when he was Home Secretary, and as a speech writer for Mr Blair, claimed a secret Government report in 2000 called for mass immigration to change Britain's cultural make-up forever. ) (link)
